公為卿大夫錫衰以居，For a high minister or Great officer, (during the mourning rites for him), the ruler wore in his place the coarse glazed linen,
出亦如之。 and also when he went out (on business not connected with the rites).
當事則弁絰。If it were on business connected with them, he wore also the skin-cap and the band round it.
大夫相為，亦然。Great officers dressed in the same way for one another.
為其妻， At the mourning rites for their wives,
往則服之，they wore the same dress, when they were going to be present at those rites;
出則否。if they went out (on other business), they did not wear it.
