冬，公及齊侯遇於魯濟。及者，內為志焉爾。遇者，志相得也。齊人伐山戎。齊人者，齊侯也。其曰人，何也？愛齊侯乎山戎也。其愛之何也？桓內無因國，外無從諸侯，而越千里之險北伐山戎，危之也。則非之乎？善之也。何善乎爾？燕，周之分子也，貢職不至，山戎為之伐矣。 |
| | In winter, the Gong met Duke Qi at Luji. "The Ji" indicates that it is recorded from the perspective of the internal state. "Yu" means to record a meeting or encounter. The Qi people attacked the Shan Rong. "The Qi people" refers to Duke Qi. Why is it called "people"? It shows affection for Duke Qi toward the Shan Rong. Why show affection? Duke Huan, internally without a legitimate reason to act for the state and externally not following other feudal lords, yet crossed thousands of miles of dangerous terrain to launch a northern campaign against the Shan Rong—this was considered risky. Then should this be condemned? It is praised. Why is it praised? Yan was a vassal of the Zhou dynasty; its tribute and duties were not fulfilled, so the Shan Rong attacked it.
