| | In the sixth month, Lord Qi came to present a report of victory over the Rong tribes. Lord Qi who came to present his military success was an internal lord of Qi. It did not mention "envoy," because internally, he is the same as the ruler and thus it does not refer to him as an envoy. Presenting a victory over the Rong: in military terms, capturing enemies is called a "jietiao" (victory). The Rong are Shu.

| | In autumn, a terrace was built in Qin. It was not proper to divert the people's labor for three seasons; considering the benefits of mountains, forests, marshes, and lakes, and also because when wealth is exhausted resentment arises, and when strength is depleted anger follows—this is a danger that gentlemen fear. Therefore, it was carefully recorded. Some say: this relied on the Huans. The Huans had no external changes among the feudal lords and no internal state affairs; they crossed a thousand miles of perilous terrain, launched a northern campaign against the Shan Rong, and opened up territory for Yan. Lu had no external changes among the vassal states and no internal state affairs, yet in one year it diverted the people's labor for three farming seasons. Considering the benefits of mountains, forests, swamps, and lakes was a sign of inner corruption.
