| 71 | 晉語六: | 鄢之役，晉伐鄭，荊救之。大夫欲戰，范文子不欲，曰：「吾聞之，君人者刑其民，成，而後振武于外，是以內和而外威。今吾司寇之刀鋸日弊，而斧鉞不行。內猶有不刑，而況外乎？夫戰，刑也，刑之過也。過由大，而怨由細，故以惠誅怨，以忍去過。細無怨而大不過，而後可以武，刑外之不服者。今吾刑外乎大人，而忍于小民，將誰行武？武不行而勝，幸也。幸以為政，必有內憂。且唯聖人能無外患，又無內憂，詎非聖人，必偏而後可。偏而在外，猶可救也，疾自中起，是難。盍姑釋荊與鄭以為外患乎。」 |
