武王问太公曰:“天下安定,国家无事,战攻之具,可无修乎?守御之备,可无设乎?”
太公曰:“战攻守御之具,尽在于人事。耒耜者、其行马、蒺藜也;马牛、车舆者,其营垒、蔽橹也;锄耰之具,其矛戟也;蓑薛、簦笠者,其甲胄、干楯也;镢锸、斧锯、杵臼,其攻城器也;牛马、所以转输粮用也;鸡犬、其伺候也;妇人织紝,其旌旗也;丈夫平壤,其攻城也;春鏺草棘,其战车骑也;夏耨田畴,其战步兵也;秋刈禾薪,其粮食储备也;冬实仓廪,其坚守也。田里相伍,其约束符信也;里有吏,官有长,其将帅也;里有周垣,不得相过,其队分也;输粟收刍,其廪库也;春秋治城郭,修沟渠,其堑堑垒也。故用兵之具,尽在于人事也。善为国者,取于人事。故必使遂其六畜,辟其田野,安其处所。丈夫治田有亩数,妇人织紝有尺度,是富国强兵之道也。”
武王曰:“善哉。”
King Wu asked Tai Gong: "Now that the world is at peace and the state has no troubles, can we refrain from maintaining our weapons and equipment for war?" "Can we do without making preparations for defense?"
Tai Gong said: "The preparation of weapons and equipment for attack, defense, and resistance all depend on human affairs. Plows and hoes are like the barriers and caltrops; Horses, oxen, and carts are like encampments and shield towers; Tools such as hoes and seeders are like spears and halberds; Raincoats, straw capes, parasols, and bamboo hats are like armor, helmets, shields, and bucklers; Spades, picks, axes, saws, pestles, and mortars are the tools for attacking cities; Horses and oxen are used to transport provisions and supplies; Chickens and dogs serve as sentinels; Women weaving cloth are like banners; Men leveling the fields are like attacking a city; In spring, clearing weeds and thorns is akin to deploying chariots and cavalry for battle; Weeding fields in summer is like commanding infantry troops in battle; Harvesting grain and firewood in autumn is equivalent to storing provisions for the army. Filling granaries in winter represents a firm defense. Villagers grouped together are like the regulations and tokens of command; Each village has an official, each office a leader—these are like generals and commanders; Villages have walls that cannot be crossed, which is akin to the division of military units; Transporting grain and collecting fodder corresponds to the storage in granaries and depots; In spring and autumn, repairing city walls and ditches is like digging trenches and building fortifications. Therefore, all the preparations for using troops depend entirely on human affairs. A wise ruler who governs a state well derives strength from managing human affairs properly. Therefore, one must ensure the prosperity of livestock, cultivate fields and farmland, and provide people with a secure place to live. Men should farm according to set acreage, and women should weave cloth according to fixed measurements—this is the way to enrich the state and strengthen its military."
