文王問太公曰:「何如而可為天下?」
太公曰:「大蓋天下,然後能容天下;信蓋天下,然後能約天下;仁蓋天下,然後能懷天下;恩蓋天下,然後能保天下;權蓋天下,然後能不失天下。事而不疑,則天運不能移,時變不能遷。此六者備,然後可以為天下政。
故利天下者,天下啟之;害天下者,天下閉之;生天下者,天下德之;殺天下者,天下賊之;徹天下者,天下通之;窮天下者,天下仇之;安天下者,天下恃之;危天下者,天下災之。天下者、非一人之天下,唯有道者處之。」
King Wen asked Tai Gong: "Under what circumstances can one become the ruler of all under heaven?"
Tai Gong said, "One must have a great and encompassing vision for the world before one can accommodate the whole world; sincere trust in governing the world, then one can bring order to the entire world; benevolence must encompass the world before one can win the hearts of all under heaven; grace and kindness must cover the world before one can safeguard the entire world; authority must surpass all under heaven before one can retain dominion over it." If one acts with unwavering certainty, then the workings of Heaven cannot alter one's course, and changes in time cannot cause one to waver. When these six qualities are fully possessed, only then can one establish governance over all under heaven.
Therefore, he who benefits the world will be supported by the people of the world; he who harms the world will be rejected by it; he who brings life and prosperity to the world is revered for his virtue by all under heaven; he who causes destruction upon the world will be regarded as a bandit by it. He who understands and reaches through to all under heaven will find that all under heaven is open to him; he who exhausts the world's resources or drives it to extremes will be regarded as an enemy by all under heaven. He who brings peace and stability to the world becomes the one upon whom all under heaven rely; he who endangers the world will bring calamity upon it. The world is not the possession of one person alone; only he who possesses the Way may hold dominion over it."
