If the hundred officials are not in a condition to temporise and shift responsibilities on to one another, then agriculture will know days of surplus; and if the depraved officials have no opportunity of gaining private profits at the expense of the people, then agriculture will not be ruined. If agriculture is not ruined, but knows days of surplus, then it is certain waste lands will be brought under cultivation. |
