《古司馬兵法》曰:古者逐奔不遠,縱綏不及,所以示君子且有禮。不遠則難誘,不及則難陷,以禮為固,以仁為勝。既勝之後其教可復,是故君子貴之也。有虞氏戒於國中,欲人體其命也;舜以農教戰,以戰教民,畋獵簡習,故民體之也。夏后氏誓於軍中,欲民先成其慮也;禹令軍聚,重復教肆,進退左右,前后離合周旋也。殷誓于軍門之外,欲民先意待事也;殷既遵虞夏之教民,又於軍門外復簡試。周將交刃而誓之,以致意也。周用虞夏殷之教民交和接兵,又復申望誓之軍,德薄,民俗巧也。
又曰:賢王制禮樂法度,乃作五刑,興甲兵,以討不義。巡狩、省方,會諸侯考不同,其有失命亂常、背德逆天之時,而危有功之君。王者以有功德者為君長,賊臣欲篡殺之。遍告於諸侯,章明於有罪,乃告于皇天上帝,日月星辰,以禱于后土,四海之神,山川冢社。冢社者,天子太社也。乃造于先王,然後冢宰征師于諸侯。造,就也。就造于先祖廟也。曰某國為不道,征之。以某年月日,師至于某國。至于所征之國,與天子會。天子正刑,刑者,天子之法也。刑以征不義、伐不從,王者之法也。冢宰與伯布命于軍,曰入罪人之地。無暴神祇,無獵田,無有虐,無毀二功,無糞墻屋,無伐樹木,無取六畜,無取禾粟,無取器城。見其老幼,奉歸勿傷。雖遇壯者,不校勿敵;若傷人,醫藥歸之。既誅有罪,王及諸侯正其國,舉賢更立,明正復職。王者與四方諸侯伐無道之國,整頓其民人,舉賢良更立為君,奉遵王法,復百官之職事矣。
