蕩蕩上帝,下民之辟,上帝以托君王也。辟,君也。蕩蕩,言法度廢壞之貌也。厲王乃以此居人上,為天下之君,言其無可則像之甚也。疾威上帝,其命多僻,疾,病人矣。威,罪人矣。疾病人者,重賦斂也。威罪人者,峻刑法也。其政教又多邪僻不由舊章也。使。今則不然,民始皆庶幾於善道,後更化於惡俗也。既愆爾止,靡明靡晦,式號式呼,俾晝作夜,使晝為夜也。愆,過也。汝既過於沈湎矣。又不為明晦有止息也。醉則號呼相效,用晝日作夜,不視政事也。文王曰:咨咨汝殷商,匪上帝不時,殷不用舊,此言紂之亂,非其生不得其時,乃不用先王之故法之所致也。雖無老成人,尚有典刑,老成人,謂若伊尹,伊陟,臣扈之屬也。雖無此臣,猶有常事故法可案用。曾是莫聽,大命以傾,莫,無也。朝廷君臣皆任喜怒,曾無用典刑治事者,以至誅滅也。殷鑒不遠,在夏后之世。此言殷之明鏡不遠也。近在夏后之世,謂湯誅桀也。後武王誅紂,今之王何以不用為戒乎。
