| 17 | 德经: | 治大国若烹小鲜，鲜，鱼也。烹小鱼，不敢挠，恐其糜也。治国烦则下乱，治身烦则精去也。以道莅天下者，其鬼不神，以道德居位治天下，则鬼不敢见其精神以犯人也。非其鬼不神，其神不伤人，其鬼非无精神，邪不入正，不能伤自然之民也。非其神不伤人，圣人亦不伤人。非鬼神不能伤害人，以圣人在位，不伤害人，故鬼不敢干也。 |
