治国之道万端,所以行之在一,一者何。曰:公而已矣。唯公心而后可以有国,唯公心可以有家,唯公心可以有身,身也者,为国之本也。公也者,为身之本也。夫私,人之所欲,而治之所甚恶也。欲为国者一,不欲为国者万,凡有国而以私临之,则国分为万矣。故立天子所以治天下也。置三公所以佐其王也。观事故而立制,瞻民心而立法,制不可以轻重,较重即颇邪,法不可以私倚,私倚即奸起,古之人有当市繁之时而窃人金者,人问其故。曰:吾徒见金,不见人也。故其爱者必有大迷,宋人有子甚丑,而以胜曾上之美,故心倚于私者,即所知少也。乱于色者,即目不别精粗,沉于声者,则耳不别清浊,偏于受受当作爱者,即心不别是非,是以圣人节欲去私,故能与物无尤,与人无争也。明主知其然也。虽有天下之大,四海之富,而不敢私其亲,故百姓超然背私而向公,公道行,即邪利无所隐矣。向公即百姓之所道者一,向私即百姓之所道者万,一向公则明不劳而奸自息,一向私则繁刑罚而奸不禁,故公之为道,言甚约而用之甚博。
