Measured by this standard, then craftsmanship would be insufficient for the material. Without the slightest shortcoming, it is utmost goodness. Measured by this standard, then a ruler would be insufficient in relation to his people. Therefore, whoever uses people does not seek perfection in one individual; this was how Duke Huan of Qi treated Ning Qi. I understand it now. He who is concerned with immediate gains has no long-term aspirations. The current legal provision states: officials responsible for appointments must not meet people, it is said to eliminate corruption and private dealings. To reside in the depths of a palace and select people from throughout the land, claiming to be wise—how can one possibly know them? Interaction is the way of human beings; it cannot be severed. Therefore, sage men seek ways to manage interactions properly, rather than seeking to cut off all contact. If people are forbidden from interacting without inquiry, it is using private prohibitions to suppress private dealings. The sage kings of old did not do so when employing people. They did not distinguish between noble and humble, nor prohibit social interactions; they granted ranks based on virtue, positions based on ability, and salaries based on merit. Rewards and punishments were prepared to await their conduct. Even if one were to travel about, who would dare deviate from the right path?
