    申鉴·时事》:教初必简,刑始必略,事渐也,教化之隆,莫不兴行,然后责备;刑法之定,莫不避罪,然后求密。未可以备,谓之虚教,未可以密,谓之峻刑。虚教伤化,峻刑害民,君子弗由也。设必违之教,不量民力之未能,是招民于恶也,故谓之伤化;设必犯之法,不度民情之不堪,是陷民于罪也,故谓之害民。莫不兴行,则一毫之善,可得而劝也,然后教备;莫不避罪,则纤介之恶,可得而禁也,然后刑密。 Show in context
