| | Min Mou deng wen Zhou you liuzhi zhi luan, er Xuanwang yi xing; Han you Changyi zhi nan, er Zhongzong yi Zhao. From this we can see, Heaven produces divine and sacred figures especially to pacify chaos and restore order, to establish great achievements, with important ministers assisting them. These ministers are the pillars of the state, born in accordance with the destined time, inheriting the vital energy of mountains and rivers. Therefore, Shenbo and Shanfu are listed in "Da Ya," while Xiao Cao, Bing Wei are recorded in historical records. The state has suffered from treacherous ministers and wicked concubines who have manipulated the authority of the sovereign, with successive generations continuing for more than sixty years. Like fire blazing and boiling water surging, it has gradually led to decline. Power has shifted to the lower ranks, while blessings rest with those who manipulate affairs. The people throughout the land cry out in distress, suffering from their harm and poison. Therefore, Grand General Shen Hou He Jin, loyal to the core, planned to cleanse and purify in order to clear up the later years of the dynasty. When a group of villains encountered misfortune, war arose and chaos erupted. The maternal uncle, the high-ranking official, was attacked by enemies first and suffered harm. Disaster came with humiliation; the state faced imminent peril. Taiwei Mei Hou Zhuo, rising from beyond the eastern territories and the capital's outer regions, was filled with righteous courage and anger, quickly proceeding to the capital. He first presented expedient proposals, listed the treacherous and cunning individuals, exposing their concealed conditions. His words were passionate and urgent, moved by circumstances to awaken spirits. With elite troops and valiant ministers supporting his momentum, he fiercely attacked the vile enemies; within a short time, not one remained. Zhuo heard that the traitorous forces had already advanced toward Hejin, so he personally led a light cavalry force and rapidly marched to Mangfu. Above, he relieved the state from its peril of displacement; below, he rescued the countless people from their suffering in misfortune. Only then did he remove and discard the wicked and stubborn, establishing a sage ruler instead, thus fulfilling Heaven's will. All nations relied on his blessings. When it came to distributing rewards for meritorious service, he declined much and accepted little. Favored courtiers and lucky favorites received the title of one person, with households numbering into the tens of thousands. Now, only eleven individuals have been granted ranks, totaling household numbers in the hundreds, not even comparable to one. This is not how merit and distinguished service should be commended and rewarded. On the seventh day of this month, Zhuo again submitted a memorial, declining due to illness and requesting to resign his position in order to return to his fief. This action offended the supreme favor and grace of the holy sovereign above, and failed to meet the expectations of all living beings below who looked up to him. We, the ministers, carefully refer to the "Book of Han," where Emperor Gaozu received his mandate just as Zhuo has. Your Majesty should therefore bestow even greater trust and responsibility upon him, frequently consult with him, grant generous titles and rewards, and hold him accountable for achieving success in assisting the state.
