左中郎將臣邕議,以為漢承亡秦滅學之後,宗廟之制,不用周禮,每帝即位,輒立一廟,不止于七,不列昭穆,不定迭毀。孝元皇帝皆以功德茂盛,尊崇廟稱,孝文曰太宗,孝武曰世宗,孝宣曰中宗,時中正大臣夏侯勝猶執議欲出世宗,至孝成帝,議猶不定,太僕王舜、中壘校尉劉歆據經傳義,謂不可毀。上從其議。古人考據慎重,不敢私其君父,若此其至也。後遭王莽之亂,光武皇帝受命中興,廟稱世祖。孝明皇帝聖德聰明,政參文宣,廟稱顯宗。孝章皇帝至孝烝烝,仁恩溥大,海內賴祉,廟稱肅宗。比方前事,得禮之宜。自此以下,政事多釁,權移臣下。嗣帝殷勤,各欲襃崇至親而已。臣下懦弱,莫能執夏侯之直,故遂衍溢。無有方限,今聖遵古復禮,以求厥中,誠合事宜。禮傳封儀,自依家法。不知國家舊有宗儀,聖主賢臣,所共刱定,欲就六廟,黜損所宗,違先帝舊章,未可施行。臣謹案禮制七廟、三昭、三穆、與太祖七。孝元皇帝世在弟八,光武皇帝世在弟九,故以元帝為考廟,尊而奉之。孝明遵制,亦不敢毀。元帝于今朝九世,以七廟言之,則親盡,宜數,以宗廟言之,則非所宗。八月酬報,可出元帝主,比惠、景、昭、成、哀、平帝,五年一致祭。孝章皇帝、孝桓皇帝,親在三昭,孝和皇帝、孝順皇帝、孝靈皇帝,親在三穆,廟親未盡,四時常陳。孝明以下,穆宗、敬宗、恭宗之號,皆宜省去,以遵先典。殊異祖宗不可參竝之義,今又總就一堂,崇約尚省,不復改作。惟主及几筵應改而已。正數世之所闕,為無窮之常典,稽制禮之舊則,合神明之歡心。臣愚戇,議不足采,臣邕頓首頓首。
