| Yue Zhou Now administered by Kuaiji and Shanyin two xians. During the Spring and Autumn period it was the capital of the Yue state; during King Xianwang's reign in the Zhou dynasty, it fell to Chu. The land south of the Zhejiang River was still held by Yue, but they submitted as vassals to Chu. During the Qin dynasty it belonged to Kuaiji Jun; the Han dynasty followed this arrangement. Emperor Shundi of the Later Han moved and established Kuaiji Ju. At that time, Zhou Xi from Yangxian submitted a memorial proposing to divide the area west of Zhejiang into Wu Jun and east of it as Kuaiji Ju. In the fifth year of Emperor Shundi's Yonghe reign, Ma Zhen served as governor and created Jinghu Lake. It was built on the border of Kuaiji and Shanying two xians, with dikes constructed to store water. The water level was more than one zhang higher, while the fields were also over one zhang above sea level. If there was a shortage of water, the lake would be opened to irrigate the fields; if there was an excess of water, then the lake would be closed and the water from the fields released into the sea—thus ensuring no years of famine. Its dikes and embankments encircled 310 li in total, irrigating more than 9,000 qing of fields. The Kuaiji Ji records: "At the beginning of the lake's construction, many homes were flooded and destroyed. Over a thousand people complained against Zhen, who was eventually executed in public." And when envoys were sent to investigate and verify the records, no people or household registrations could be found; they had all died previously." During the Jin dynasty it was Kuaiji Guo. |
| The people of Yangzhou were light-hearted and frivolous by nature, yet they revered ghosts and favored worship. Whenever the imperial authority loosened and the realm fell into disintegration, the regions along the Yangtze and Huai rivers by the sea were not of strategic importance. Gaining or losing them was not necessarily a matter of great consequence; thus, no one had time to contend for them first. Yet the long Huai River and the Yangtze River could both serve as defensive barriers. The states of Wu, Jin, Song, Qi, Liang, and Chen all stationed troops at key locations along the Yangtze and Huai Rivers. Minyue was remote and isolated, situated in a corner of the land, relying on mountains to its back and the sea before it; it was difficult to pacify through virtue alone. During Emperor Wu of Han's reign, the King of Dongyue rebelled several times. Zhu Maichen made a proposal saying: "The former King of Dongyue resided on the mountain of Quanshan; one man guarding the perilous pass could prevent a thousand from ascending." After Yongjia, when the imperial court moved eastward, many officials and scholars fled from the turmoil and gathered here; thus, literary arts and Confucian scholarship flourished greatly. Nowadays, even common people of low status, amid the hardships of labor and service, do not cease from reciting poetry; this is due to the influence of the styles of Yan, Xie, Xu, and Yu. |
