39  | 末年，募兵措餉益急。南京職方郎中鄒維璉陳調募之害。山西參政徐九翰尤極言民兵不可調。崇禎時，中原盜急，兵部尚書楊嗣昌議令責州縣訓練土著為兵。工部侍郎張慎言言其不便者數事，而御史米壽圖又言其害有十，謂不若簡練民兵，增民壯快手，備御地方為便。後嗣昌死，練兵亦不行。 |
