| 3 | 上諭御史曺：「學閔奏西域新疆請增入一統志並志成後各省添設裁併府㕔、州、縣詳悉續修刋刻一摺。軍機大臣議覆，俟方畧及西域圗志各書告成，再行編輯。苐念一統志，自纂修竣事以来，迄今又二十餘載，不獨郡邑增汰沿革随時理宜一一彚訂。且其中記載體例，徴引詳畧，亦多未協。其尤甚者，順天人物門內，竟將國朝諸王載入，於事理更屬紕繆。諸王事績，自載八旗通志，原不得與●籍京圻者同日而道。況八旗大臣等功紀太常者，則應見昭忠、賢良諸祠。其在直省宣猷著績者，又有各省名宦可入。今乃援親藩以淆地籍實為擬，不於倫義甚無謂。若其他考稽失實，與凡掛漏冗複者，諒均在所不免。亟應重加纂輯，以成全書。但前此修志之書，必待移取各省通志而後從事，以致曠日持久，艱於集事。此時特就已成之書，酌加釐覈，即新疆幅●遼濶而一切事實。又有西域圖志及同文志諸書為之藍本。館臣採撮排撰，實為事半功倍可。即令方畧館按照各條，釐訂纂輯，一併纂出稿本，悉照續文獻通考例，隨繕隨進，●朕裁定。所有一切應行規條，著軍機大臣詳議具奏」。欽此。 |
