57  | 政和元年，詔陜西鈔依鈔面實價，輒增減者，以違制論。未幾，復以陜西通行鹽鈔，舊雖約以銅錢六千為鈔面，然鈔貴則入粟增多，鈔平則入穀減少。若限以六千，陜西唯行鐵錢，是鹽鈔一席得六千鐵錢觔斗矣，深損公家，其隨時增減聽之。二年，蔡京復用事，法仍變改，鈔不可用者悉同敗楮。六年，兩池漫生鹽，募人倍力採取，且議加賞；繼生紅鹽，百官皆賀，制置解鹽使李百祿等第賞有差。七年，議復行解鹽，時童貫宣撫關、河，實主之。詔解鹽地見行東北鹽，復盡收入官，官給其直，在京於平貨、在外於市易務樁管，如解鹽法鬻之；不自陳，如私鹽法。重和元年，詔復行解鹽舊法。逾年，榷貨歲虧數百萬貫，又鈔價減落，糴買不行，三省趣講畫以聞，貫遂請罷領解鹽。俄而三省條奏：舊東北鹽地客販解鹽，立限盡鬻，限竟鬻未盡者，運往解鹽地，逾者論如私鹽法。京畿、京西復置官提舉。初，崇寧中，以鹽各利一方，故解鹽止行本路，東南鬻海利博，行於數路。既復行解鹽，商旅苦於折閱；即改如舊，慮商旅疑惑。遂詔輸諸路，鈔法更不改易，扇搖者論如法，仍倍之。 |
