12  | 八月乙巳朔，降知襄州、兵部員外郎、知制誥賈黯知郢州。黯初迎父之官，而父有故人在部中，遣直㕔卒致問，黯輒笞卒，父恚，一夕歸鄉里，它日疾且亟，黯內懐不自安，請徙郡及解官就養，不報，乃棄官去，而御史呉中復等言黯輒委州印，撓朝廷法，通判胡揆不待命而承領州事，請並劾罪以聞。既降黯，而揆特釋之。 詔編集樞宻院機要文字樞宻副使程戡提舉。初，樞宻使韓琦言：「歴古以來，治天下者莫不以圖書為急，葢萬務之根本，後世之模法，不可失也。恭惟我宋受命㡬百年矣，機宻圖書，盡在樞府，而散逸蠧朽，多所不完。臣比到院，因北界争寧化軍土田，令檢北界朔州移寧化軍天池廟，係屬南朝牒，累月檢之不獲，及因西人理㑹麟州界至，又尋慶厯中，臣在院日與西人商議納欵，始末文案亦已不全，以此知機要文字，從來散失甚矣！請差官于諸房討尋編録，一本進內，一本留樞宻使㕔，以備經久之用」。于是自建隆以來，以嵗月先後，事類相從而纂集之。六年十一月，乃成書。慶厯誓書三本，樞宻院既不復存，大理寺丞周革但于廢書中求得杜衍手録草本，因具載焉。革，平棘人也。丁未，韓琦又言：天下見行編敕，自慶厯四年以後，距今十五年，續降四千三百餘件，前後多抵牾，請加刪定，乃詔宰臣參知政事曽公亮同提㸃詳定編敕。戊申，兖國公主出降。 |
