46  | 昔秦始皇築長城，漢武帝通西域，隋煬帝遼左之師，唐明皇幽薊之寇，其失如彼。周宣王伐玁狁，漢文帝備北邊，元帝納賈捐之之議，光武斥臧宮、馬武之謀，其得如此。藝祖撥亂反正，躬擐甲冑，當時將相大臣，皆所與取天下者，豈勇略智力，不能下幽燕哉？蓋以區區之地，契丹所必爭，忍使吾民重困鋒鏑！章聖澶淵之役，與之戰而勝，乃聽其和，亦欲固本而息民也。 |
