46  | 京畿溝洫：汴都地廣平，賴溝渠以行水潦。真宗景德二年五月，詔開京城濠以通舟楫，毀官水磑三所。三年，分遣入內內侍八人，督京城內外坊里開浚溝渠。先是，京都每歲春浚溝讀，而勢家豪族，有不即施工者。帝聞之，遣使分視，自是不復有稽遲者，以至雨潦暴集，無所雍遏，都人賴之。大中祥符三年，遣供備庫使謝德權治溝洫，導太一宮積水抵陳留界，入亳州渦河。五年三月，帝宣示宰臣曰：「京師所開溝渠，雖屢鈐轄，仍令內侍分察吏擾。」 |
