131  | 乙亥，車駕次潞州，以霖雨駐蹕。時諸州餽餉畢集城中，車乘塞路。帝聞之，以為非理稽留，將罪轉運使。趙普曰：「六師方至而轉運使獲罪，敵人聞之，必謂儲偫不充，非所以威遠之道，但當擇治劇者蒞此州耳。」丙子，命戶部員外郎、知制誥王祐權知潞州。祐即發遣車乘，行路無阻。以樞密直學士趙逢為隨駕轉運使，仍鑄印賜之。 |
