5  | 仁宗時，士之服儒術者不可勝數。即位初，賜兗州學田，已而命藩輔皆得立學。慶歷四年，詔曰：「儒者通天、地、人之理，明古今治亂之原，可謂博矣。然學者不得騁其說，而有司務先聲病章句以拘牽之，則吾豪雋奇偉之士，何以奮焉？士有純明樸茂之美，而無學學養成之法，使與不肖並進，則夫懿德敏行，何以見焉？此取士之甚敝，而學者自以為患。夫遇人以簿者，不可責其厚也。今朕建學興善，以尊子大夫之行；更制革敝，以盡學者之才。有司其務嚴訓導、精察舉，以稱朕意。學者其進德修業，無失其時。其令州若縣皆立學，本道使者選部屬官為教授，員不足，取於鄉里宿學有道業者。」由是州郡奉詔興學，而士有所勸矣。 |
