17  | 八年，起署副都御史、刑部侍郎，授江蘇巡撫。給事中蕭芝請就產米之鄉採買，由海運京，下議，志伊言其不便，罷之。九年，清江浦淤淺，糧船停滯。上慮京倉缺米，詔志伊預籌，請碾常平倉穀三千石備撥。以新漕減運，命酌量採買，志伊疏言：「安徽民田有一歲兩收者，各令七月完納漕糧，九十月可運通。江西、湖廣亦如之。」上以一歲兩徵近加賦，且來歲仍屬短絀，斥為迂繆。尋奏採米十二萬石搭運，報聞。時江北淮、揚水災，徐、海苦旱。志伊手編荒政輯要，頒屬吏為賑濟之法。蘇州人文薈萃，增設正誼書院課士。奏請頒禦制詩文集於江南各書院，上勿許，曰：「朕之政治即文章，何必以文字炫長耶？」 |
