25  | 元豐五年五月，詔給事中許書畫黃，不書草，著為令。六月，給事中陸佃言：「三省、密院文字，已讀者尚令封駁，慮失之重復。」。詔罷封駁房。六年，詔駁正事赴執政稟議。七年，有旨，舉駁事，依中書舍人封還詞頭例。既而令稟議如初，給事中韓忠彥言：「給、舍職位頗均，一則不稟白而聽封還，一則許舉駁而先稟議，於理未允。且朝廷之事執政所行，職當封駁則已與執政異，自當求決於上，尚何稟議之有？」詔從之。紹聖四年，葉祖洽言：「兩省置給、舍，使之互察。今中書舍人兼權封駁，則給事中之職遂廢。」詔特旨書讀不回避，餘互書判。元符三年，翰林學士曾肇言：「門下之職，所以駁正中書違失。近日給事封駁中書錄黃，乃令舍人書讀行下，隳壞官制，有損治體。願正紀綱，為天下後世法。」重和元年，給事中張叔夜言：「凡命令之出，中書宣奉，門下審讀，然後付尚書頒行，而密院被旨者，亦錄付門下，此神宗官制也。今急速文字，不經三省，而諸房以空黃先次書讀，則審讀殆成虛設矣，乞立法禁。」從之。 |
