121  | 太常礼仪院使陈祖仁与翰林学士承旨王时、待制黄晘、编修黄肃伏阙上书言：「近者南军侵陷全齐，不逾月而逼畿甸，朝廷虽命丞相伊苏出师，军马数少，势力孤危，而中原诸军，左牵右掣，调度失宜，京城四面，茫无屏蔽，宗社安危，正在今日。臣等以为驭天下之势，当论其轻重、强弱。远近、先后，不宜胶于一偏，狃于故辙。前日南军僻在一方，而库库特穆尔近在肘腑，势将窃持国柄，故宜先于致讨，以南军远而轻，库库近而重也。今库库势已穷蹙，而南军突至，势将不利于宗社，故宜先于救难，则库库弱而轻，南军强而重也。当此之时，宜审其轻重强弱，改弦更张，而抚军诸官亦宜以公天下为心，审时制宜。今库库党与离散岂能复肆跋扈！若令将见调军马倍道东行，勤王赴难，与伊苏声势相援，仍遣重臣分道宣谕催督，庶几得宜。如复胶于前说，动以言者为为库库游说而钳天下之口，不幸猝有意外之变，朝廷亦不得闻，而天下之事去矣。」 |
