先是，三司各置使局，不相總統，彼此自求充濟，以促辦為務，至於出納移用，均㑹有無，則專吝封執，動相違戾，或交摭利病，以邀功希進，譁言日聞于上，頗煩親決，文符互出，莫知適從。丁亥，始并鹽鐡、度支、戸部為一使，命刑部侍郎、權知開封府寇準為兵部侍郎，充三司使，復置鹽鐡、度支、戶部副使，㑹要云：真宗即位，三司副使遷它職，遂不復置，及是乃復置也。以刑部貟外郎卞袞領鹽鐵，工部貟外郎查道領度支，祠部貟外郎林特領戸部判使，非奏事及有所更張，則止署按檢，餘皆本部副使、判官主之，三司副使自是始預內朝。預內朝，據林特傳附見。以吏部侍郎陳恕為尚書左丞、知開封府。恕在三司，前後踰十數年，究其利病，條例多所改創，其徙它官也，嘗薦寇準可用，及準至三司，即檢其前後所改創事，類為方冊，其曉諭牓帖，悉以新版別書，齎詣恕第，請署恕一一為署之，不復辭，準拜謝去，故三司多循恕舊貫，自準始也。魏泰載此事葢可取，然敘陳恕、寇準，履歴，皆顛倒失序，當準使三司時，恕徙它官二年餘矣。沈括云：世稱陳恕為三司使，改茶法，歲計幾増十倍，予為三司使時，考其籍，葢自景徳中北戎入寇之後，河北糴便之法蕩盡，比後茶利十䘮其九，恕在任，值北敵講解，商人頓復，歲課遂増，雖云十倍之多，考之尚未盈舊額，至今稱道，葢不虞之譽也。按恕使三司，前後踰十年，咸平四年正月遂改它官，括云：恕在任，值北敵講解，又妄也。秋七月庚寅，詔京朝官任河北路諸州通判、監場務及幕職、州縣官，其令選鄉貫在本路歴任無𧷢罪者充，其當入川峽、廣南者，即授以邊州」。
