《皇明九邊考卷第一》
22  | 一、法者今之樞也，令者所以權法而加乎民也。法之不立自上玩之，令之不行自上廢之。語曰：「有治人，無治法。」 蓋傷之也。今之鎮邊士馬之耗憊，錢穀之侵漁，邊塹墩空之廢墜，無弗有法，法無弗嚴且善，固已朝夕令之矣。當事者曾不一閱歷而檢勘之，承委輾轉惟文移之與憑。巧文塞責虛誕詭密固已墮其術中矣。信耳賤目積蠱蓄蠧所由來非一日也，要在春秋行邊，揀精銳汰老弱，兵何以不強？去瘸瘠烙脿壯，馬何以不健？攢局造閱堅利，器械何以不備？城塹欲其高深，錢穀稽其出納。崩塌傾圯侵漁濫耗者置之法，懲一而戒百焉。設險足食計日而效也，一切付勘報而不棕核自為之，此孟子所謂以七年之病求三年之艾也夫！見《東戍錄》。 |
