1 仁義聖智參天地。天若不覆,民將何恃何望?(1)地若不載,民將安居安行?聖人若弗治,民將安率安將?是故天覆之,地載之,聖人治之。聖人之身猶日也,夫日圓尺,光盈天地。聖人之身小,其所燭遠。(2)聖人正己,而四方治矣。(3)上綱茍直,百目皆開;德行茍直,群物皆正。政(4)也者,正人者也。身不正則人不從。(5)是故不言而信,不怒而威,不施而仁。(6)有諸心而彼正,謂之至政。今人曰:「天下(7)亂矣,難以為善。」此不然也。夫饑者易食,寒者易衣,(8)此亂而後易為德也。(9)

3 (1)《文子·道原篇》云:「天之道,常生物而不有,成化而不宰。萬物恃之而生,莫之知德;恃之而死,莫之知怨。」
4 (2)「聖人之身猶日」以下見《初學記》十七。《御覽》三兩見,一云:「聖人以日圓盈尺,光滿天下。聖人居高明燭,彌綸六合。」《天中記》一作:「聖人居室,彌綸六合,猶聖人之身小,其所燭遠矣。」《諸子匯函》又作:「聖人居室,而所燭彌綸六合。」疑皆誤。《呂氏春秋·勿躬篇》云:「聖王之德融乎?若日之始出,極燭六合。」《韓非子·內儲說上》云:「夫日兼燭天下,一物不能當也;人君兼燭一國人,一人不能擁也。」
5 (3)《御覽》四百一無「矣」字,下有「故曰天地之大府」一句。」《初學記》十七作:「聖人中一正己也,故曰天地之府。」
6 (4)原作「正」。
7 (5)《論語·顏淵篇》:「孔子曰:『政者,正也。』」《子路篇》:「子曰:『其身正,不令而行;其身不正,雖令不從。』」
8 (6)《文子·上仁篇》:「老子曰:『不言而信,不施而仁,不怒而威,是以天心動化者也。』」
9 (7)原脫。
10 (8)《孟子·公孫丑篇》云:「饑者易為食,渴者易為飲。」
11 (9)以上諸篇並見魏征《群書治要》,據他書補《勸學篇》三條,《仁意篇》二條,《廣澤篇》二條,《綽子篇》一條。
