○節度太祖罷節度,立權發遣與權知之類,故士大夫作郡,皆自稱曰「假守」,謂非真節度也。今節度亦非真名存爾,在權尚書上,正尚書下。鑄印畀節之外,給半俸,視尚書則有宣麻之異與節堂使臣而已。宣麻外,若皇子,則上必降敕,諭本軍官吏、軍民、僧道、父老。如高宗敕常德府官吏、軍民、僧道、耆老曰:「朕以為國宗英,相予郊祀。克同寅而竣事,爰易鎮以增。眷惟常德之邦,邈在重湖之北。載更齋鉞,已錫言綸。凡爾軍民,迨夫吏士,聳聞成命,諒溢歡心。」此則紹興三十六年,高宗皇帝皇子普安郡王為本軍節度使敕也。軍民、僧道拜敕訖,用紫綾背冊,列官屬姓名并圖經以禮狀申繳本官原注:非皇子亦用此。若經從本鎮,則太守必橐▉道左,尉擁▉前導,官吏、軍民、僧道、耆老迓於郊外;往往去本鎮甚遠,無復講此。惟楊節使沂中墳墓在風口。沂中實為昭慶軍節度使原注:今安吉州,間因上塚,知守臣而下欲用此禮,遂命從者一有「迓」字出間道以避之。紹翁竊考本朝所以重節鉞而不以輕授者,以使相故也。故相以禮而去,纔畀節度使判某郡。而所謂節度俸給,又復減半,而其位又在正尚書之下,則除授之際,正不必宣麻鎖院原注:以宰相為之,故宣鎖,後循用不改。惟宰相去國判郡除使相者,不妨帶宣;若他官特授者,正不必爾。況參預而下,等為大臣,俱用制除,而視權尚書者,反得宣鎖。此皆制度因循,有合釐正者。節鉞輕授,甚至致仕亦有封駁者,有正授而中司一作「書」卷班以出者,有繳真俸者,是以視權尚書為重也。餘除權尚書、正尚書,設或未當,則封駁者絕少,未嘗有爭之如此力者,是可訝也。且正尚書一閒即為政府,節度使自細轉檢校三少、太尉至於開府,尚有三四轉。且正尚書有不旬月致階兩地者,為節度至開府,或十年纔一轉。況任子京秩與小使臣之不同,闊略於正尚書,纖悉於節度使,愚實未解。紹興十六年四月辛未,張澄以端明殿學士除慶遠軍節度使,眾皆榮之,俗謂之「文極換武」。或節鉞除儀同三司,則謂之「武極換文」。端明已視正尚書,節鉞反居正尚書之下,俗以為榮,何也?
