8  | 晁錯有言：「器械不利，以卒予敵也；卒不可用，以將予敵也。」今之兵將，即富嬰城自守，奈何列營城外，一聞兵至，望風瓦解，列營大炮皆為彼有，反用攻城。陴無守兵，人知必破，合城內潰，自然之勢。及今不思變著，雖徵調招募，略如前日矣。廣寧一帶大城，只宜堅壁清野，急備大小火器，待其來攻，慼城擊打。一城堅守，必不敢驀越長驅；數城堅守，自然引退。至如都固守，尤為至急。依臣先朝原疏，建啟臺以擭銃，以銃擭城，以城擭民，萬全無害之策也。 |
