至和二年，崑山主簿丘與權等作崑山塘，為橋梁五十二名，至和塘附丘，與權記畧吳城東闉距崑山縣七十里，俗謂之崑山塘，北納陽城湖，南吐松江，由隄防不立，故風波馳突，廢民田以瀦魚鱉，其民病賦，日從逋徙，姦人縁之，通鹽賈，自利劫行，旅吏莫能禁，自唐至今三百餘年，欲有營作而弗克也。有宋皇祐中，發運使許公建言蘇田膏腴，常苦水患，乞置官司以畎洩之，請令舒州通判、殿中丞王安石先相示焉，朝廷從之。王君至，訊其郷人，盡得其利害，度長繩短，順其故道，施之圖繪，疏入，請議如許公，朝廷未之行也。至和初，今太守呂公下車，問民疾苦，蓋有意於疏導矣。明年，與權為崑山主簿，始陳五利：一曰便舟楫，二曰闢田疇，三曰復租賦，四曰止盜賊、五曰禁姦商令錢。君復言之，太守，喜其謀之協從，得請於監司，粤十月甲午治役，先設外防以遏上流，立横埭以限之，乃自下流浚而決焉，畚鍤所至，皆於平陸，旬有九日而成，深五尺，廣六十尺，用民力一十五萬六千工，費民財若干貫，米四千六百八十石，為橋梁五十二，蒔榆栁五萬七千八百，其二河植菱蒲芙渠稱是，計其入，以為修完，料民之餘，治小虞，自嚴村至於鰻鯏，瀼治新洋江，自朱
