11  | 國家之事，相仍者之必相變也，勢也。大張之餘，必仍之以弛；大弛之餘，必仍之以張。善治者，酌之於未變之前，不極其數；持之於必變之日，不毀其度。不善治者反此，而大張大弛，相乘以勝，則國乃速敝。夫神宗固承大弛而勢且求張之日也。仁宗在位四十一年，解散天下而休息之。休息之是也，解散以休息之，則極乎弛之數，而承其後者難矣。歲輸五十萬於契丹，而俯首自名曰「納」；以友邦之禮禮元昊父子，而輸繒帛以乞茍安；仁宗弗念也。宰執大臣、侍從臺諫、胥在廷在野、賓賓嘖嘖以爭辯一典之是非，置西北之狡焉若天建地設而不可犯；國既以是弱矣。抑幸無耶律德光、李繼遷騺悍之力，而暫可以賂免。非然，則劉六符虛聲恐喝而魄已喪，使疾起而卷河朔以嚮汴、雒，其不為石重貴者，何恃哉？於是而神宗若處栫棘之臺，衋然不容已於傷心，奮起而思有以張之；固仁宗大弛之反，授之以決裂之資。然而弗能昌言於眾，以啟勁敵之心，但曰「養兵備邊」，待廷臣之默喻。宰執大臣惡容不與其焦勞，而思所以善處之者乎？ |
