27  | 蓋宋揚州刺史王浚以松江滬瀆壅噎不利，欲從武康紵谿為渠浛，直達於海，穿鑿之端自此始。夫以江之湮塞，宜從其湮塞者而治之；不此之務，而別求他道，所以治之愈力而失之愈遠也。太倉公為人治疾，所診期決死生，而或有不驗者，以為不當飲藥針灸而飲藥針灸，則先期而死。後之治水者，與其飲藥針灸何以異？孟子曰：「天下之言性也，則故而已矣。故者以利為本。」「禹之行水，行其所無事也。」欲圖天下之大功，而不知行其所無事，其害有不可勝言者。嗟夫，近世之論，徒區區于三十六浦間，或有及于松江，亦不過疏導目前壅滯，如浚蟠龍、白鶴匯之類，未見能曠然脩禹之跡者。 |
