27  | 盖宋扬州刺史王浚以松江沪渎壅噎不利，欲从武康紵溪为渠浛，直达于海，穿凿之端自此始。夫以江之湮塞，宜从其湮塞者而治之；不此之务，而别求他道，所以治之愈力而失之愈远也。太仓公为人治疾，所诊期决死生，而或有不验者，以为不当饮药针灸而饮药针灸，则先期而死。后之治水者，与其饮药针灸何以异？孟子曰：「天下之言性也，则故而已矣。故者以利为本。」「禹之行水，行其所无事也。」欲图天下之大功，而不知行其所无事，其害有不可胜言者。嗟夫，近世之论，徒区区于三十六浦间，或有及于松江，亦不过疏导目前壅滞，如浚蟠龙、白鹤汇之类，未见能旷然修禹之迹者。 |
