先是,帝欲有改作,乃下制旨,而与羣臣切磋其义。制曰:「明堂准《大戴礼》:『九室八牖,三十六户。以茅盖屋,上圆下方。』郑玄据《援神契》,亦云『上圆下方』,又云『八窗四达』。明堂之义,本是祭五帝神,九室之数,未见其理。若五堂而言,虽当五帝之数,向南则背叶光纪,向北则背赤熛怒,东向西向,又亦如此,于事殊未可安。且明堂之祭五帝,则是总义,在郊之祭五帝,则是别义。宗祀所配,复应有室,若专配一室,则是义非配五,若皆配五,则便成五位。以理而言,明堂本无有室。」朱异以为:「《月令》『天子居明堂左个、右个』。听朔之礼,既在明堂,今若无室,则于义成阙。」制曰:「若如郑玄之义,听朔必在明堂,于此则人神混淆,庄敬之道有废。《春秋》云:『介居二大国之间。』此言明堂左右个者,谓所祀五帝堂之南,又有小室,亦号明堂,分为三处听朔。既三处,则有左右之义。在营域之内,明堂之外,则有个名,故曰明堂左右个也。以此而言,听朔之处,自在五帝堂之外,人神有别,差无相干。」其议是非莫定,初尚未改。十二年,太常丞虞复引《周礼》明堂九尺之筵,以为高下修广之数,堂崇一筵,故阶高九尺。汉家制度,犹遵此礼,故张衡云,「度堂以筵」者也。郑玄以庙寝三制既同,俱应以九尺为度。制曰:「可。」于是毁宋太极殿,以其材构明堂十二间,基准太庙。以中央六间安六座,悉南向。东来第一青帝,第二赤帝,第三黄帝,第四白帝,第五黑帝。配帝总配享五帝,在阼阶东上,西向。大殿后为小殿五间,以为五佐室焉。
