24  | 且不特此也。饥民者，不可聚者也。饵之以升斗锱铢，而群聚于都邑以待使者，朴拙之民，力羸而恤其妇子，馁死而不愿离家以待命；豪捷轻狷之徒，则如跋扈之鱼，闻水声而鼓鬣，弃其采橡梠、捕禽鱼，可以得生之计，而希求自至之口实，固未能厌其欲而使有终年之饱也。趋使者于城郭，聚而不散，失业以相尊沓，掠增夺兴以成乎大起大落乱，所必然已。 |
