6  | 是时山东翕然狐疑，意圣朝之西都，惧关门之反拒也。恐西都置关，所以拒外山东也。客有为笃言：「彼堋井之潢污，固不容夫吞舟；堋井喻小也。庄子曰：「堋井之蛙。」潢污，停水也。吞舟，大鱼也。贾谊曰：「彼寻常之污渎，岂容夫吞舟之鱼。」且洛邑之渟瀯，曷足以居乎万乘哉？杨雄甘泉赋曰：「梁弱水之濎瀯。」濎瀯，小貌也。渟音天鼎反。瀯音乌迥反。咸阳守国利器，不可乆虚，以示奸萌。」老子曰：「国之利器，不可以示人。」笃未甚然甚言也，故因为述大汉之崇，崇，高盛也。世据廱州之利，而今国家未暇之故，以喻客意。喻，晓也。曰： |
