146  | 问：河为中国患，旧矣。禹疏九河而患始息。周定王时，河徙砱砾，历春秋之世弗闻其为民患，何欤？考之，九河在兖州之域，沧、棣、德之间，谓之苞，沦于海者，果可信欤？汉元光间，河决瓠子，发卒数万人塞之，甚至天子沈白马、玉璧祠之，而后道河北行二渠，复禹旧迹。彼谓以人力强塞，未必应天。是果庙谟之长算欤？唐世河患无闻，岂藩镇分据其地，而事有不克登载于简册欤？宋元佑间，或欲导河东流，或主北流，议论不一，其果何者为是欤？夫河自南徙入淮，而齐、鲁之患稍息。今河复决而北泛滥数百里，坏败城郭田庐冢墓，不知其几。听其北流，则堤防未立，郡县受害；导之东徙，则工费极大，民殚于后。将何如则可也？夫汉值河决，诏徵能治河者，贾让出焉。诸君子博考经籍，必能深明古今河患，及治河长画，其详陈之，以备水衡之所采择。 |
