臣竊考國風之詩,周南、召南被賢聖之化深,故篤於行而廉於色。師古曰:「篤,厚也。謂樂得淑女以配君子,憂在進賢,不淫其色之類也。」鄭伯好勇,而國人暴虎;師古曰:「詩鄭風太叔于田之篇曰:『襢裼暴虎,獻于公所。將叔無狃,戒其傷汝。』襢裼,肉袒也。暴虎,空手以搏之也。公,鄭莊公也。將,請也。叔,莊公之弟太叔也。狃,也。汝亦太叔也。言以莊公好勇之故,太叔肉袒空手搏虎,取而獻之。國人愛叔,故請之曰勿為之,恐傷汝也。襢音袒,裼音錫,字並從衣。將音千羊反。狃音女九反。」秦穆貴信,而士多從死;應劭曰:「秦穆公與群臣飲酒,酒酣,公曰:『生共此樂,死共此哀。』於是奄息、仲行、鍼虎許諾。及公薨,皆從死。黃鳥詩所為作也。」陳夫人好巫,而民淫祀;張晏曰:「胡公夫人,武王之女大姬,無子,好祭鬼神,鼓舞而祀,故其詩云:『坎其擊鼓,宛丘之下,無冬無夏,值其鷺羽。』」晉侯好儉,而民畜聚;師古曰:「唐風山有樞之詩序云:『刺晉昭公也,不能修道以正其國,有財不能用,有鐘鼓不能以自樂。』其詩曰:『子有衣裳,弗曳弗婁。子有車馬,弗馳弗驅。宛其死矣,它人是愉。』故其俗皆吝嗇而積財也。畜讀曰蓄。」大王躬仁,邠國貴恕。師古曰:「太王,周文王之祖,即古公亶父也。國於邠,修德行義。戎狄攻之,欲得地,與之。人人皆怒欲戰。古公曰:『以我故戰,殺人父子而居之,予不忍也。』乃與其私屬度漆沮,踰梁山,止於岐下。邠人舉國扶老攜弱,盡復歸古公於岐下。及它旁國聞古公仁,亦多歸之。邠即今豳州,是其地也。言化太王之仁,故其俗皆貴誠恕。」由此觀之,治天下者審所上而已。師古曰:「上謂崇尚也。」今之偽薄忮害,不讓極矣。臣聞敎化之流,非家至而人說之也。師古曰:「言非家家皆到,人人勸說也。」賢者在位,能者布職,朝廷崇禮,百僚敬讓。道德之行,由內及外,自近者始,然後民知所法,遷善日進而不自知。是以百姓安,陰陽和,神靈應,而嘉祥見。詩曰:「商邑翼翼,四方之極;壽考且寧,以保我後生。」師古曰:「商頌殷武之詩也。商邑,京師也。極,中也。言商邑之禮俗翼翼然可則傚,乃四方之中正也。王則壽考且安,以此全守我子孫也。」此成湯所以建至治,保子孫,化異俗而懷鬼方也。應劭曰:「鬼方,遠方也。」今長安天子之都,親承聖化,然其習俗無以異於遠方,郡國來者無所法則,或見侈靡而放效之。師古曰:「放,依也,音甫往反。」此敎化之原本,風俗之樞機,宜先正者也。
