11  | 夫何故哉？主者，天下之心也，氣感而體應，心動而身隨，聲響相應，形影相隨，不足以為喻。是故，人主誠能為無為之為，則天下之心皆無所之，被道含德，無思無求，無令無法，萬民自化。人主誠能事無事之事，則天下無效無象，無知無識，不賞不與，萬民自富。人主誠能安無靜而靜，樂無清之清，則天下不學不問，無聞無見，無刑無罰，萬民自正。人主誠能欲不欲之欲，則天下心虛志平，大身細物，動而反止，靜而歸足，不拘不制，萬民自朴。故人主之政，不孝不仁，不施不予，閔閔縵縵，萬民慁輓，墨墨倦倦，好惡不別，是非不分，故得所欲，性命以全。人主之政，布德施，利明目察察，萬民昭昭，皆知禍福，孝悌仁義，萬事差別，偟偟□□，知偽缺缺，故失所安，性命天絕。 |
