69  | 祖宗時，只有調士兵赴各省殺賊之例，未有調邊兵入內地者。正德間，流賊猖獗，始調許泰、鬱永等領邊兵殺賊。繼而江彬統宣大兵扈武宗南巡，識者憂之。隨有大同叛卒之變，康戌後，仇鸞奏遣四御史分往各邊選兵入衛，每歲兵十八枝，鸞自領，防護京陵，猶未守薊鎮也。至何棟任總督，奏薊鎮兵馬未完，暫借二枝防守，待薊兵練完撒還。至王忬，卻將邊兵盡調赴薊鎮，分布擺守各墻，又將遼東全鎮兵馬盡調入關。以致賊乘虛入邊，搶殺一空，調兵之害如此。 |
