13  | 复上言：「王者之师，有征无战，籓贡或阙，王命征之，于是乎治兵其郊，获辞而止，非谓按甲自临。敌人畏之莫敢战也。古天子无亲将，惟黄帝五十二战，当未平之时。自阪泉功成，则修身闲居，无为无事。陛下拨定祸乱，方当深视高居，制礼作乐，禅梁父，登空同，何至厌天居，衽金革，为一日之敌？今吐蕃遣渠领干犯国令，军吏一不胜，而陛下屈至尊为之敌，虽朝鼎夕砧，犹未可以夸四夷，安足劳圣躬哉？虏之入，唯盗羊马，发窖裭衣，未尝杀略边人，其罪易原也。臣恐虏情狼顾，牵连北狄，闻六师之行，入幽、并，犯灵、夏，南动京师，太上皇一致忧劳，是陛下以天下之安，不能宁其亲也。臣固曰，居中制胜，策之上者。若夫择良将，募重而约严，违律必诛，杀敌必赏，多出金以购酋长，虏亡无日矣。愿稍迁延，以须西音。」亦会薛讷大破吐蕃，俘获不赀，由是帝止不行。 |
