116  | 時刑科候於趙疏請恤刑，言：「匹婦含寃，三年不雨，茍一物之失所，皆足上干天和。今在監諸囚，既無復生之理，當恤其待死之日，需索嚇詐，獄卒不可不禁。祁寒暑雨，獄舍不可不修，穢汚叢積，掃除不可不勤，瘟氣傳染湯藥不可不時。其未成獄者，尤當詳審，勿令兇殘之吏橫加箠楚羅織，誣陷大小。問刑衙門事無干渉，勿得槩繋老幼婦女，非姦盜人命，勿得輕用慘刑，如是，則好生之徳同天地矣」。疏入，遂有是命。九月，以建元之始，命停刑。 |
