洪武定制，有商稅而無船稅，至是，戸部尚書郭資言鈔法不行，由商居貨不稅，請行納鈔例。御史羅亨信、李竒、耿定相繼言之，乃沿両京水道設關收鈔，於是置漷縣、濟寧、徐州、淮安、楊州、上新河、滸墅、九江、金沙洲、臨清、北新諸鈔關，量舟大小修廣而差其額，謂之船料，不稅其貨。惟臨清、北新則兼收貨稅，各差御史及戸部主事監收。鈔關之設自此始。質實，漷縣在通州南四十五里。遼，漷隂縣。元漷州，明漷縣，屬通州，今併入通州。上新河在今江寧縣江東門外稍南五里。滸墅在長洲縣西北，本名虎疁，唐諱「虎」。錢氏諱疁，改為滸墅。金沙洲在江夏縣西南大江中。北新在仁和縣北武林門外十里。羅亨信，字用實，東莞人。秋七月，幸文淵閣。

丙子，帝發京師。丙戌，至洗馬林，遍閱城堡兵備，召見諸將，咸加賜勞，乃還。十二月，両京地震。
