三月，命文武之臣十三人于集贤殿待制，命仆射裴冕、郭英乂等十三人于集贤殿待制。左拾遗独孤及上疏曰：「陛下召冕等，以备询问，此盛徳也，然恐陛下难容其直而不录其言，有容下之名而无聼諌之实，则臣之所耻也。今师兴不息十年矣，人之生産空于杼轴，拥兵者，第舘亘街陌，奴婢厌酒肉，而贫人嬴饿就役，剥肤及髓，长安城中白画椎剽，吏不敢诘，民不敢诉，有司不敢以闻，茹毒饮痛，穷而无告，陛下不思所以救之，臣实惧焉。今天下惟朔方、陇西有吐蕃仆固之虞，邠泾鳯翔之兵，足以当之矣，东南泊海，西尽巴蜀，无鼠窃之盗而兵不为觧，倾天下之货，竭天下之谷，以给不用之兵，臣不知其故，假仒居安思危，自可厄要害之地，俾置屯御，悉休其馀，以粮储屝屦之资，充疲人贡赋，嵗可减国租之半，陛下岂可迟疑于改作，使率土之患日甚一日乎？」上不能用， 独孤及字至之，洛阳人。
