208  | 夫兵雖緝捕之能不如役卒；然國威所在，藉以鎮定人心，且未嘗不可用也。二十二夜埤頭之危已如一髮，幸賴郡兵擊退，全城無恙；此功豈可沒哉？所恨者，次日之退守火藥庫；及大兵繼至，又未能奮速入山痛剿耳。然賊匪潰散，實由大兵之故。今餘孽未盡、伏莾猶存，而已有留兵無用之言；此誠不可使賊聞之，且恐愈失將士之心。能保將帥言旋，賊不再至乎？ |
| 213 | 自古治兵與治民異。蓋兵者凶器，其人大率粗魯橫暴；馭之之道，惟在簡、嚴。簡者不為苛細，責大端而已；嚴者非為刻酷，信賞罰而已。夫虎豹犀象雖甚威猛，然而世有豢畜之者，馭得其道也。馬牛犬豕雖甚馴弱，僕夫童子可操鞭棰而驅之；壯夫鹵莾或受蹄角之傷且死者，馭之不得其道也。市井無賴，三五群毆，其勢洶洶。婦人孺子，心膽欲碎；老儒學究向判曲直，反受詬誶而歸，搖手氣憤，痛罵其無良而已；道旁之人袖手，竊議長短，紛紛未已。一武夫健卒奮怒叱之，二者哄然而散。臺營情勢，亦若是而已矣。今之走告於夫子者，非婦人、老儒，則道旁袖手者也；何足以煩明聽哉！ |
