85  | 民亦劳止，汔可小康。惠此中国，以绥四方。传汔，危也。中国，京师也。四方，诸夏也。笺汔，几也。康、绥，皆安也。惠，爱也。今周民罢劳矣，王几可以小安之乎？爱京师之人以安天下。京师者，诸夏之根本。无纵诡随，以谨无良。式遏寇虐，憯不畏明。传诡随，诡人之善、随人之恶者。以谨无良，慎小以惩大也。憯，曾也。笺谨，犹慎也。良，善；式，用；遏，止也。王为政，无听于诡人之善不肯行而随人之恶者，以此勑慎无善之人，又用此止为寇虐，曾不畏敬明白之刑罪者，疾时有之。柔远能迩，以定我王。传柔，安也。笺能，犹侞也。迩，近也。安远方之国，顺侞其近者，当以此定我国家，为王之功。言我者，同姓亲也。 |
