1  | 安南與暹羅，地相近也，風土相似也，疆域、人口相若也，而安南削弱，為佛人所制；暹羅則物饒政舉，頗致富庶。論者求其故，不得，乃曰：「安南用漢字，通觀宇內，凡用漢字之邦，委靡不振。」嗚呼！果如其言，則印度旣兦，暹羅何以用其字？羅馬旣亡，歐、米各國何以用其字？蓋嘗考之，國勢之振不振，在乎自強與倚人。自強者，畜財鍊兵，事主實效；倚人者，籍力大國，務張虛威。安南，古稱交趾，建國尤舊。而兩漢以還，入貢受冊封，襲為恆例。近世佛人通商設埔頭，一旦開釁，逐清國戍兵，一戰克東京，再戰取諒山。王位廢置，權在其手，外援之不可恃如此。昔者，我幕府與安南、暹羅書聘往來，商民移住暹羅者，漸成聚落，號曰日本街。有山田長政者焉，智略過人，及暹羅被寇請援，率我眾力戰立功，遂據其地。當是時，彼固不用漢字，而削弱甚於安南。何哉？亦恃外援，不能自強也。 |
